Compared to the tan/aqua zones, the red zone has about an order of magnitude less fuel buildup.  Much of the work in the red zone can be done by unskilled workers.  Our estimate for this work was $3020.  In my opinion it would make much more sense to limit the spending in the red zone  to $1500.  The red zone trails are used more heavily than the upper trail in the tan zone, but if our objective is fuel reduction then this fact should be irrelevant. If the LRPs true objective is to make the forest along the red zone trails look groomed, then that should be clearly stated.
