2015 Perimeter Inspection
The Perimeter Inspection was held May 9, 2015. In attendance were Carole Gannon, Terry Gannon, Diane Hallinen, Jeff Masters and Scott Oswald. Scott was present for the entire Livingston side and up to post 100 on the Oakland side.
We started out inspecting the Livingston side. Seven issues requiring letters were found.
Between posts 14 and 15 we discovered mowing and a decorative cart. A letter was sent to the owners of lot 34.
Between posts 33 and 34 there are a number of concrete blocks that will eventually be replacing the rotting wooden steps. This is not an encroachment.
Between posts 56 and 57 mowing of a path was discovered. A letter was sent to the owners of lot 71.
Between posts 57 and 58 mowing of a path was discovered. A letter was sent to the owners of lot 72.
Between posts 72 and 73 damaged pine trees were discovered. A letter was sent to the owners of lot 81. This is a lot with multiple previous encroachments. This issue will be referred to the civic committee as per the encroachment abatement procedure.
Between posts 73 and 74 a mowed path was discovered. A letter was sent to the owners of lot 82.
Between posts 74 and 75 a dead uprooted shrub was found on the greenbelt. A letter was sent to the owners of lot 83, since this lot is close to the this area. However, we are not certain where this shrub came from. Dumping of yard waste is not permitted on the common area.
Between posts 76 and 77 a bench and brush pile were discovered on the common area. A letter was sent to the owners of lot 86.
The wood pile for the pig roast was noted to be located by post 77. This is not an encroachment.
We then inspected the Oakland side. Six issues requiring letters were noted.
Between posts 83 and 84 a silt fence was found to be partially located on the common area. A letter was sent to the owners of lot 88.
Between posts 88 and 89 a motor boat on a trailer was found on a cleared area of the common area. Since obvious clearing of vegetation has occurred, the lot owners of lot will get a letter and this case will be referred to the Civic Committee. The Board will be getting an estimate of the cost of damages and will request the Civic Committee to impose a fee on the lot owners to repair the damages.
Between posts 103 and 104 fish line was found wrapped around trees. This was actually noted a few weeks prior to the walk and was removed from the trees at that time. A letter was sent to the owner of lot 150.
Between posts 105 and 106 mowing of a path was noted. A letter was sent to the owners of lot 149. A reply was received.
Post 106 was found out of the ground. This will need to be reinserted.
The powerlines were down and a work crew was working and had yellow safety tape up so we were unable to inspect betwen posts 110 and 112. From what we could see from behind the tape, no encroachments were noted.
Near post 114 a satellite dish was noted to be on the common area. A letter will be sent to the owners of lot 141. A large pile of brush was noted between posts 114 adn 115. It is possible that the power line maintenance company did this. We ask the lot owners about this in the letter. Mowing was also noted. A reply was received.
On the lake side of the path, near posts 114, a brush pile from a yard was discovered. In this pile we noted the presence of snow on the mountain. Residents should never dump yard waste on the greenbelt. Snow on the mountain, and other garden plants, can take root and spread on the greenbelt. These plants are not native and do not belong on our greenbelt. Please bag up your yard waste. We did not know who did this so no letter will be written. If you ever see residents dumping on your greenbelt, tell them to stop, take a picture and let your neighbors know.
Between posts 115 and 116 less than 2 square feet of mowing was noted. No letter was sent to the owners of lot 140, but this will be reinspected and if it appears to be an issue, a letter will be sent. The inspectors were of mixed opinion about this encroachment.
Between posts 117 and 118 sand, rocks and bricks were noted on the common area. A letter was sent to the owners of lot 138.
Between posts 118 and 119 mowing was noted, a letter was sent to the owners of lot 137. Between posts 119 and 120, Park Maintenace work crew mistakingly mowed the common area. This fact will be noted in the letter to lot 137 and they will be reminded not to continue this mowing.

Addendum
Additional encroachments were discovered after the walk.
On May 9, 2015 a motor boat located on a cleared area of the common area was discovered. This was adjacent to lot 92 between posts 88 and 89. A letter was sent to the owners of lot O92.. Cost of damages will be forwarded to the Civic Committee for possible collection. A reply was received. The reply contains comments that the owners would have preferred that we discussed the matter instead of the letter. Our rules require that we send letter.
The owners of a boat with the sticker 107 were sent a letter in regards to mowing of the greenbelt around their boat and along a trail. The lot owners of the boat were sent a letter. Boat owners are not allowed to cut, remove or damage common area vegetation or alter the ground for their boat. A letter was received.
Encroachments plotted on detailed map
On November 9, 2015, leaves were discovered to be piled on the common area between posts 95 and 96. A letter will be sent to the Lot owners at Lot 167. Leaves were also found to piled adjacent to Lot 166. It is unclear if these came from lot 166 or 167. A letter asking for clarification of responsiblity will be sent to the Lot owners of Lot 166. A reply was received from the owner of Lot O167.
